Adding a system for passengers to offer a price for a ride :
1. A passenger offers a price for a Ride from point A to point B?
2. Then available drivers accept or ignore the Ride Request
3. If accepted, then the driver proceeds to complete the ride.
4. If ignored the Ride Request is canceled, as per the existing cancelation system.
